Inscription: "Ministerio de Finanzas y Precios" (Ministry of Finance and Prices).

In most Spanish-speaking countries, a marriage certificate or birth certificate is paid with special fiscal stamps that are placed on the top of the document. They hold the same value as currency, much like the postal stamps we place on letters.

However, these are not postal stamps. They are only used for legalizing these kinds of documents. For this reason it would be better to translate this as "Fiscal Stamps".

The word "especies" implies that they are monetary units (i.e. "pagar en especie" - "pay in kind").

Centered is an inscription "ONAT", which means "Oficina Nacional de Administracion Tributaria" or "National Office of Tax Administration".
